Plastic Bag On Parking Meters – A Chicago Thing?

On the 1100 block of Armitage today (Lincoln Park), I found a metered spot and noticed something weird, yet all too familiar in Chicago – a parking meter covered with a makeshift item. In this case it was a plastic bag.
