They are weep holes. Basically, they are there to draw water out of the interior of the masonry to the outside.
The best analogy I have heard is its like sticking a rolled-up napkin in a glass of water – it draws the water out of the glass and up the napkin.
Someone once asked me if they can cut them or pull them out. Ahhh…..no – don’t do that.
